How do I convince recrutiers that I want a job in a new locality instead on my current locality?

I%26#039;m looking for a new job out of state, but I keep getting potential job offers from within the area that I live.|||They do this because they think you want to be close to home and that%26#039;s what you want to hear, once you go through basic, you will be assigned and you will probably have a better chance then of getting a job away from home.
